Not a bug 0.20 Route 31

Gastly is encountered on route 31. this shouldn't happen.

Also during battle. Paralization works and the pokemon is 100% unable to do anything when paralyzed (not sure how long that lasts though) however that battle ends and another battle is entered then the status indicator for paralyze is still there but not the effect.
