Togepi Evolution. Is it added yet?

Basically I wanted to know exactly what the title is has Pokemon 3D implemented Togetic yet. And I would appreciate a fast way to get him if he is in the game!

I think Togetic is added. Togepi evolves by levelling up when friendship is really high. You can increase friendship by walking or riding around a lot and grooming him or her often in the Underground at Goldenrod. It takes a while though.

You can use both groomers, but they older brother gives more happiness if I remember correctly. Togetic is supposed to be able to learn fly, but I don't own one myself, so I'm not sure if it can in this game, but it is supposed to.
