Extreme Lag in Violet City & Annoying Rain

For whatever reason, as soon as I left the Sprout Tower after beating it, the game started lagging extremely bad-but not the menus. The only problem I have is that the controls don't respond to anything, and the only way to get to the menu is to Alt+Tab to tab out, forcing the game to pause. This is nowhere else in the game(at least, as far as you can get after beating Sprout Tower).

Edit: OK, it's at any area the game considers outside or a forest. Caves and buildings are just fine.

I don't know about the lag, but you can try changing the time of your computer's clock to make the rain stop.

OK, the rain problem is gone, but here's where it lags.
Violet City, ANY Route, Azalea Town(Not as bad), and Ilex Forest. Any area the game considers a building or cave, isn't laggy at all.

Edit: Can a mod remove the '& Annoying Rain' from the title?

One other thing, the graphic settings don't matter, I can turn them down to the lowest setting and it still lags.

Do you make sure to close off all other programs before playing?

Another tip is to see if there a background processes clogging up your RAM. Pres shift+Ctrl+esc to open the task manager. Close any processes that are taking high amounts d RAM and that ARE NOT essential to the computer to run such as Chrome or Steam that run in the background. iTunes etc.

Geeze that was a really good gaming laptop back when it was released and it's still a relatively fast laptop today. It does have a GTX 260M right?

Does the lighthouse or national park lag at all?

I did try this, still doesn't help(though it makes it run slightly faster, but only slightly).

I'm fairly sure it does have a GTX 260M, and I haven't gotten there yet. I had just reached Goldenrod City last time I played.
