Three Dogs need help or verification about them

I've seen suicune in tin tower, cianwood town, and route 42, but not encountered it. raikou, & entei have both been encountered but couldn't catch 'em. so 2 questions:
1. is suicune also random?
2. can I still encounter them again if they escaped?

Suicune is a story related encounter
and yes you can encounter the other 2, they change location every time you fly to somewhere, try to use a pokemon with"mean look" move on them

where is the next location that I need to find suicune? And I use spiderweb because based on the forums so far mean look doesn't work.

i use mean look and it works for me, as for how to find them again, for me i kept flying to blackthorn city and go to the grass in the next route, if you didn't get it in the first encounter, fly again to the city and repeat.

what about suicune? I've already beaten elite 4 & seen him at tin tower, cianwood town, and route 42. Where else should I go to find suicune?

why wouldn't you? the story doesn't end in johto, plus there will be new 8 gyms and another E4 run

wow... It's so funny that I know so little about the game... I've reset my game already because I thought it was the end after e4... Lol Thanks. So I still see Suicune in Kanto?

you see it again as soon as you reach kanto by the ferry, but the rest of the story is not implemented yet

Suicune...? no not yet, but soon, one of its encounter locations is in development atm,
there is much to do until then

I accidentally caught raikou 2 times and I've been flying to blackthorn city again and again for 1 hour 30 mins already. There doesn't seem to be entei. Is this a bug?

you caught raikou 2 times? you should report that with screenshots in the bugs forum
